Request for Proposals (RFP) for Mobile Software and Support for the 2018 Point-in-Time Count (PIT)

Point in Time (PIT) is an annually required activity for all Continuums of Care (CoC) programs. PIT counts are a critical source of data on the number and characteristics of people who are homeless in the United States. This data is used to measure homelessness on a local and national level and is published annually on the HUD Exchange website, which can be viewed by CoCs and the general public. PIT count data is also provided annually to Congress as part of the Annual Homeless Assessment Report (AHAR). The AHAR is used by Congress, HUD, other federal departments, and the general public to understand the nature and extent of homelessness.

The need for a mobile application to assist Texas BoS CoC volunteers with conducting the count is essential to decrease the time required to execute and prepare the final report. Using a mobile application has the additional benefits of ease of use for the volunteers, improved reporting, and using a geographical information system to precisely show survey location density.
