Who we are

The Texas Balance of State CoC is made up of all service providers, advocates, local government officials, and citizens who work to eliminate homelessness in over 216 counties in Texas outside of most major metropolitan cities.

THN assists local homeless coalitions with community planning tools to:

  • Develop coalition policies to allow for the development of plans to end homelessness
  • Develop new projects to fill gaps in shelter and/or services

Goals

The goal of any Balance of State (BoS) is to encourage planning and to make funding available to areas not covered by other large continua by:

  • Building coalitions in communities with fewer resources
  • Guiding coalitions through Continuum of Care planning to:
    • Identify available resources within the community
    • Define needs through a Point-in-Time survey
    • Access community needs through measured analysis to measure gaps in services
    • Identify opportunities to provide assistance
  • Initiate project development
  • Assisting with identifying funding sources

Planning

THN assists local homeless coalitions with community planning tools to:

  • Use results from the Needs/Gaps Analyses to establish short and long-term goals
  • Develop coalition policies to allow for the development of plans to end homelessness
  • Develop new projects to fill gaps in shelter and/or services

Assessment

  • Identify trends and assess changes in the homeless population for community planning
  • Develop programs designed to address gaps in shelter and/or services as observed through annual research
  • Assist agencies with data needed to apply for additional funding through governmental, community, or private sources
  • Performance measurement, performance standards across the CoC
